UK Tokenised Markets Are Going Permanent: Act Now

Sep 18, 2026 ยท 7 MIN READ

TL;DR: The FCA and Bank of England received 123 industry responses to their joint tokenisation call for input and are now publishing a formal roadmap with specific workstreams and target dates. Post-trade activity โ€” especially collateral management โ€” is the headline opportunity. Firms that wait for final rules to start planning will be 12 to 18 months behind competitors who begin internal readiness work today.

What the FCA Actually Committed To

This is not a discussion paper. The FCA confirmed it will publish a tokenisation roadmap before the end of 2026, naming specific workstreams and hard target dates. The six priority areas are: digital securities issuance and settlement, tokenised assets and collateral, access to central bank money settlement, market functioning, custody of cryptoassets classed as specified investments, and the Treasury’s Digital Gilt Instrument pilot.

HSBC has already cleared the first real hurdle, receiving permission inside the Digital Securities Sandbox (DSS) for notary, top-tier account maintenance, and settlement functions. That is not a proof-of-concept anymore โ€” it is a live operational precedent inside a regulated perimeter. The DSS is the bridge between today’s sandbox environment and tomorrow’s permanent authorisation, and the FCA has explicitly committed to a clear path between the two.

The Bank of England’s involvement adds weight. Central bank money settlement sits on the priority list, which means access to the RTGS system and sterling settlement finality are part of the permanent-infrastructure conversation, not a future aspiration.

Collateral Management Is the Real Prize

Of the 123 responses to the FCA-BoE call for input, the single most cited opportunity was post-trade collateral management. That is where the operational pain is sharpest and where tokenisation delivers the clearest ROI: 24-hour collateral mobility, atomic settlement, real-time margin calculations, and dramatically fewer reconciliations.

The practical upside is significant. Tokenised money market funds could be posted as collateral without being liquidated first โ€” a structural shift that frees up capital that currently sits idle waiting for settlement windows. Collateral velocity, as the FCA framed it, improves because the asset moves at the speed of the blockchain, not the speed of a SWIFT instruction.

For prime brokers, clearinghouses, and any firm running a margin book, this is not a technology upgrade โ€” it is a working capital story. Firms managing large collateral pools against multiple counterparties stand to see measurable cost reductions in their cost-of-carry and operational overhead. The question is not whether to engage, but how fast.

Regulation Is Technology-Neutral, But Accountability Is Not

The FCA’s regulatory stance is “same risk, same regulatory outcome.” That sounds simple. The operational implication is harder: every regulated activity must have an identifiable responsible firm, even where third-party technology โ€” smart contracts, oracle providers, bridge infrastructure โ€” is doing the execution.

The FCA was explicit about the risks it will not tolerate: arrangements where customers have no recourse if assets are lost or stolen. It called out bridges, key management, oracles, cross-chain messaging, and wallet security as specific risk vectors requiring attention. Firms exploring tokenised settlement cannot simply point at a protocol and call it a vendor relationship โ€” they own the regulatory liability.

On prudential treatment, the FCA’s position is that tokenised traditional assets should receive equivalent treatment to their non-tokenised equivalents, provided legal rights are identical and underlying risks are comparable. That “comparable” qualifier will do heavy lifting in practice. Firms will need documented analysis showing equivalence, not just a verbal assertion.

RSIC custody rules are heading for a formal consultation in the first half of 2027. Until then, firms are assessed under CASS 6. The majority of respondents favoured a technology-neutral CASS 6-aligned regime for RSIC custody, which suggests the final framework will not look radically different from current practice โ€” but the path to it requires active engagement now.

Stablecoins and Interoperability: The Unresolved Questions

Stablecoins are permitted inside the DSS, subject to conditions and Treasury amendments. That is a green light with caveats, not a full endorsement. Respondents pushed for clearer settlement finality rules and firmer guidance on when a stablecoin qualifies as a valid settlement asset versus when it introduces unacceptable counterparty or liquidity risk.

Interoperability is the bigger structural problem. Respondents called for coordination across traditional and tokenised infrastructure, multiple blockchains, and multiple jurisdictions. The FCA’s answer: industry should lead on technical standards. That is a deliberate choice to avoid regulatory prescriptiveness locking in any specific protocol โ€” but it also means the standard-setting vacuum will be filled by whoever organises fastest.

For cross-border operators, the jurisdiction piece matters as much as the technical piece. A firm settling a trade that touches both the DSS and a foreign DLT platform needs clarity on which legal framework governs settlement finality. That clarity does not exist yet. Planning for it now means engaging legal counsel and compliance teams before the roadmap drops, not after.

What This Means for Forex and CFD Operators

Most retail forex and CFD brokers are not primary participants in wholesale securities settlement. But the downstream effects land squarely on your cost structure. When prime brokers and clearinghouses cut reconciliation overhead and improve collateral velocity, those savings compress spreads and reduce margin requirements across the stack โ€” eventually reaching retail execution venues.

More immediately, if you operate a prop firm or managed account structure with significant margin exposure, tokenised collateral rails change your operational model. The ability to move collateral 24 hours a day, seven days a week, without waiting for T+2 settlement cycles, reduces intraday risk and potential margin call exposure.

Brokers looking at forex client acquisition need to understand that regulatory infrastructure shifts like this reshape the competitive landscape. Firms that onboard compliant tokenised collateral capabilities earlier gain a differentiation point with institutional and semi-institutional clients who are already watching the DSS closely.

If you have not done a structured review of how tokenisation timelines intersect with your compliance roadmap, run a full marketing and operational audit now to identify gaps before the FCA’s roadmap forces the issue. Operators managing paid acquisition at scale need to start aligning their messaging to the emerging institutional narrative around UK tokenised markets โ€” because the firms funding your traffic pool are paying close attention to this regulatory shift.

High-CAC verticals โ€” including iGaming operators and crypto exchanges running regulated products in the UK โ€” face similar pressure to demonstrate regulatory alignment as the FCA moves from sandbox to permanent infrastructure. The credibility signal of operating within a clearly defined framework matters to both institutional partners and, increasingly, retail depositors who have grown more sophisticated about counterparty risk.

The operators positioned to benefit are those who invest now in targeted acquisition infrastructure that speaks to compliance-literate audiences and use AI-driven lead qualification to separate institutional inquiries from retail noise. When the FCA roadmap lands, the window for first-mover positioning will be short.

Timeline: What to Watch and When

Before end of 2026: FCA publishes tokenisation roadmap with workstreams and target dates. This is the document to read carefully โ€” the target dates will define compliance deadlines and commercial windows simultaneously.

First half of 2027: FCA consultation on RSIC safeguarding rules. Firms currently assessed under CASS 6 need to participate in this consultation or accept whatever framework emerges from those who do.

Ongoing: DSS to permanent authorisation pathway. The FCA and Treasury are actively considering whether to extend the DSS, modify it, or amend the Central Securities Depositories Regulation framework. Each option has different implications for firms currently in or planning to enter the sandbox.

The 123 responses the FCA received represent the UK’s most engaged financial institutions. If your firm was not among them, you are already behind the curve. The roadmap will not wait for latecomers.
