Stablecoin Rails Target the Unbanked: What Operators Watch
TL;DR: Ramy Soliman, former Stater Global Markets CEO and GMO Trust president, has launched Saleem, an Abu Dhabi stablecoin startup targeting feature-phone users across the Gulf-to-Pakistan remittance corridor. The venture is pre-launch, ADGM-registered, and backed by the Stellar Development Foundation accelerator. For performance operators in crypto and forex, this signals accelerating institutional credibility for stablecoin payment rails in high-volume, underserved markets.
Who Is Ramy Soliman and Why It Matters
Soliman is not a first-time crypto evangelist. He spent five years at IG and another five at Citi in institutional sales before co-founding Stater Global Markets, a prime-of-prime broker that launched in London in 2016 and closed in 2019 when its parent pulled funding. That track record, while mixed, is rooted in regulated financial infrastructure, not token speculation.
After Stater, he moved to GMO-Z.com Trust Company in New York as chief strategy officer, eventually rising to president. GMO Trust issued GYEN, the first regulated yen-pegged stablecoin, and the dollar-backed ZUSD. Both tokens entered wind-down on May 15, 2026, with holders able to redeem at par until November 11. Soliman also co-founded the Middle East Stablecoin Association in 2025, giving him direct policy proximity in a region that is rapidly formalizing crypto regulation.
His LinkedIn announcement of Saleem on September 21 is the kind of signal operators in crypto acquisition and adjacent verticals should be tracking, not because the product is live, but because of who is building it and where.
What Saleem Is Actually Building
Saleem, registered as 5 Lanes Limited in Abu Dhabi Global Market, is designed to let aid agencies, government ministries, employers, and banks push stablecoin payments directly to the mobile phones recipients already carry, including basic feature phones with no internet browser. The technical delivery mechanism uses USSD codes and SIM Toolkit menus, the same infrastructure that runs M-Pesa in East Africa and mobile banking across South Asia.
Supported networks listed on the Saleem website include Stellar, ADI Chain, Solana, and Polygon. Supported tokens are USDC and USDT. The multi-network approach is deliberate: different corridors carry different liquidity profiles and regulatory permissions, so no single chain can be the universal answer.
Stellar has been here before. MoneyGram partnered with the Stellar Development Foundation in 2021 to settle cross-border transfers in USDC and disburse them in local currency. That precedent is part of why Saleem is now part of the Stellar Development Foundation and CV Labs 2026 accelerator cohort, with a presentation slot at the Meridian conference in Lisbon in October 2026.
As of launch announcement, the service is pre-live. Production systems, partner integrations, and security testing are all pending. Soliman’s own framing: “We have spent this year building rather than talking.”
The Market Opportunity in Numbers
Pakistan ended a seven-year crypto banking ban in April 2026 and receives roughly $40 billion in annual remittances. The chairman of Pakistan’s virtual assets regulator stated in August that cutting transfer costs by one percentage point would save approximately $400 million per year. That is not a rounding error — that is real money moving through a system that is structurally inefficient.
The Gulf-to-Levant corridor carries similar dynamics. Countries Soliman specifically cited include Syria, which is actively rebuilding its economic infrastructure. Aid disbursement to populations with no banking access is a $50 billion-plus global problem annually, and most of that volume still runs on correspondent banking rails that charge 5 to 10 percent per transaction.
Saleem’s first-mover positioning targets the disbursement side, not the speculative side, of the stablecoin market. That is a structurally different pitch from retail crypto trading and one that appeals to institutional payers: governments, NGOs, and large employers with payroll obligations across borders.
What This Means for Crypto Marketing Operators
For operators running paid acquisition campaigns in crypto and fintech, Saleem-type launches represent a shift in the audience profile worth tracking. The next wave of stablecoin users is not the DeFi-native retail trader. It is the unbanked worker in Karachi receiving wages, the aid recipient in Beirut, the Gulf migrant sending money home monthly. These are not audiences who respond to the same creative and messaging that converts on a crypto exchange landing page.
If your acquisition funnel is still built around price action, yield percentages, and exchange sign-up bonuses, you are targeting a shrinking segment of the addressable market. The growth corridor is utility, and the operators who build messaging around utility, remittances, wage access, and cost savings will be positioned ahead of the curve when these corridors go live.
Operators managing campaigns across the Middle East and South Asia should also be watching the regulatory calendar. Pakistan’s virtual assets framework is new and evolving. ADGM’s regulatory posture is already one of the most crypto-friendly in the Gulf. These jurisdictions will unlock paid media channels and compliance pathways that were closed 18 months ago. Audience-level targeting in these markets requires geo-specific creative, compliance-cleared messaging, and platform-by-platform ad policy awareness that most generalist agencies do not have.
Forex operators should also pay attention. The institutional players entering stablecoin infrastructure, people with Citi and IG pedigrees, are the same talent pool that historically drove brokerage growth in emerging markets. When regulated stablecoin rails mature, they will compete directly with retail forex for the currency-conversion behavior of migrant workers and SMEs. That is not a threat five years out; it is a two-to-three year planning horizon. Running a full-channel marketing audit now against that backdrop is a rational move for any forex or crypto operator with Middle East exposure.
Institutional Credibility Is the Real Signal
The stablecoin market has no shortage of startups. What distinguishes Saleem is not the technology stack, which is largely assembled from proven components, but the operator profile of its founder and the institutional backing of its accelerator program.
Executives who have run regulated businesses, managed prime brokerage relationships, and built compliance frameworks at the president level do not usually launch pre-revenue ventures for the narrative. They do it because they see a structural gap that has not been filled and they have the specific network to fill it. Soliman’s co-founding of the Middle East Stablecoin Association in 2025 suggests he spent the year before Saleem’s announcement building the regulatory and industry relationships the venture will depend on.
For operators in iGaming acquisition across MENA, this kind of institutional momentum in stablecoin infrastructure is directly relevant. Jurisdictions that normalize stablecoin payments for remittances will normalize them for other digital transactions faster than markets where stablecoins remain a niche instrument. That has downstream effects on payment processing, player deposit options, and ad compliance in those markets.
Similarly, forex lead generation in Pakistan and the Gulf just became a more complex landscape. Operators competing for the same mobile-first, currency-aware audiences that Saleem is targeting will need sharper segmentation and more localized creative to stay ahead of utility-focused competitors that are not running trading platforms but are definitely competing for wallet share and financial attention.
Saleem is pre-launch, pre-licensed, and pre-revenue. It is also backed by credible infrastructure, led by a regulated finance veteran, and entering corridors where the demand is measurable in tens of billions of dollars annually. Watch the Meridian conference in October. The first live corridor announcement will tell operators a great deal about how fast this market is actually moving.
